In July of 2008, the Resident Advisory Council of Cross Oak Ranch met with members of the Cross Oak Ranch Homeowners Association, RTI/CMA, Marlin Atlantis, and a representative of the Builders at Cross Oak Ranch to official recognize the communities first council of independent residents who are working together to better the community. 

 

The council presented a proposal whereas the RAC would begin forming it's own committee's (or action groups) to help with various needs within the community. The Board officially recognized those groups on July 24, 2008 in the following email sent from HOA Spokesperson Kevin Scott, which was also sent to board president Steve Maglisceau and property manager Ed Griffin.

To date, the Homeowners association has not followed up on it's promises to provide the support that was outlined in this email, however, the Resident Advisory Council of Cross Oak Ranch will continue it's efforts, dispite the boards lack of effort to support the community, in order to ensure proper support of our communities residents.

Earl,

The Board has reviewed each of your proposals and committee documents. First off, I would like to start by thanking you and all the committee members for their time and effort. It is obvious that much time and thought was put into the creation of these documents.

Hopefully, by sharing these documents with fellow residents we can increase homeowner participation out there.

After reviewing the documents and sitting down with the RAC, the Board has decided to take these actions with regards to:

The Pool Committee:

· The Board officially recognizes the Pool Committee.

· The pool committee chair will be given keys to all pool bathrooms for all pools. The Pool Committee will be able to lock the bathrooms if necessary until the porter can come out. We are looking into prices for an auxiliary box for the key, this would be ideal.

· The Board requests that each committee member reports violations and any evidence of vandalism/misbehavior directly to the HOA management company. If the committee can provide sufficient information to the management company, they will move forward with writing violations and issuing fines. The Board also requests that the pool committee encourage other residents to report to them any information about vandalism or pool misuse (ie. glass in the pool).

This committee has the opportunity to make the greatest impact on the community in the near future. I just received a call from Ed and apparently we have a few thousand more dollars in vandalism just this morning. We simply cannot afford this and may have to shut down amenities if this continues. However, if this group can help police its own residents and encourage taking pride in their community we could see a this turn around.

The Landscape Committee:

· The Board officially recognizes the Landscape Committee.

· Please submit to CMA your choices for Yard of the Month each month.

· The committee is tasked with reporting violations to management for enforcement.

· Organizing community clean up days with homeowner participation is highly supported.

· The Landscape committee will be tasked with choosing the color for each color change of flowers at the entries. Input during new landscape installation is also welcome.

The Social Committee:

· The Board officially recognizes the Social Committee.

· The Board is committed to supporting the Social Committee’s planning of two events through December 2008 (Halloween and Easter). This is all we originally budgeted for, and there is no money for an expensive end of summer party. The Social Committee is tasked with presenting to the HOA manager a list of events they would like to have in the next year and include a rough budget this fall. We will be preparing budgets in September and can plan ahead to have money for different/additional events the committee would like to hold.

The Health & Fitness Committee:

· The Board officially recognizes the Health & Fitness Committee.

· The Board is behind the spirit of this proposal. The Board may be reluctant to fund certain aspects of this committee due to the nature of its actions and the significant cost. Please propose a rough budget for funding in 2009.

The Youth Group Committee:

· The Board officially recognizes the Youth Group Committee.

· We discussed the feasibility of employing youths at our meeting. It simply is not possible. The board does encourage this committee to follow up on the final two points referring to starting clubs/groups. If this committee would like funding for 2009 please present a budget.

The Crime Watch/Safety Committee:

· The Board officially recognizes the Crime Watch/Safety Committee.

· The Board supports the organization of members patrolling the streets and reporting any mischief/crime to the appropriate authority, HOA or Police for enforcement. The Board requests that the Crime Safety Committee focus on the pools/amenities whenever possible to minimize vandalism.

Most of the other points in this proposal don’t necessarily fall under the responsibility of the HOA. Effectively providing rations and housing for every resident in case of an emergency is simply not possible. Education of residents on what to do (evacuation routes) and recourses they can use given a catastrophe would be a great service this committee could provide. Same goes for the smoke alarms and CPR lessons. Maybe we could get a Professional teacher in and do a training course to certify residents. Please provide a rough budget to the management company.

Providing budgets will give us a better idea on what the committees are looking for in terms of a dollar figure for funding. Usually, committee functions and events cost very little money by spurring resident participation and recruiting volunteers. The key to making the most of these committees is being resourceful, which from reading these proposals you are.

I expect you to have some questions and concerns. Please know that I consider this an on-going conversation and while there are certain things we can and cannot approve, we are here to work with you.
